项目摘要

本研究は、少子化の進行とともに絶対量として不足している保育所と、児童数の減少が見られる幼稚園、その他の関連施設を対象として、その需給の不均衡に着目した今後の施設整備計画手法についての知見を得ることを目的としている。首都圏や地方中核都市、諸外国の事情を調査するとともに、長期的な視野にたった施設整備のあり方について検討するものである。国勢調査4次メッシュデータを用いた小地域人口の調査を行うとともに、コーホート分析法による需要予測をベースにしながら2050年までの施設毎の需要予測モデルの構築を行った。首都圏、地方中核都市、および山間地域の例として、千葉市、横浜市、青森市、高知県梼原町を選定し、それぞれの地域における2050年までの小地域人口予測を行い、それを基に保育所、幼稚園等の需要予測を行った。地域ごとの人口の増減は激しいことが推定され需給の不均衡はさらに拡大することが確認でき、長期的な視野に立ち幼稚園、保育所の枠にとらわれない用途の変更などの必要性が確認された。小地域の将来人口推計において転出入の動向に世代間、地域間の著しい特徴があることが判明したことから、それを考慮したより精度の高い予測モデルを構築し、修正する必要があることが明らかになった。転出入傾向を加味した2050年までの施設毎の需要予測モデルの構築を行った。転出入の傾向が地域および世代により大きく異なることから、地域ごとにライフスタイルの異なる住民が存在することを考慮した人口推計モデルを構築した。これを通じて信頼性の高い小地域の人口予測に基づく施設需要推定モデルの構築し、施設需要と施設配置との不均衡についてより精度の高い考察を行った。
