次の3点について成果を挙げた。第一に、国法基礎理論に属する個別の基本概念の解明、第二に、日独再生可能エネルギー法の比較研究によって得られたエネルギー法制のあり方への示唆、第三に、民主的法治国家としての環境国家の基本構造のスケッチ、である。国法の基礎概念としては、とりわけ環境権、公共の福祉、国家の基本権保護義務、予防原則の4点について解明を試み、一定の結論を得た。日独再生可能エネルギー法の比較研究からは、日本の「固定枠制」とドイツの「固定価格制」のそれぞれについて、その特色を明確にした。さらに「固定枠制」と「固定価格制」の適切な組み合わせを探るという方向性を確認した。環境国家の法構造の検討からは、エネルギー問題を含む持続可能な発展をいかに確保していくかという課題をもらい、法の具体化戦略と法の手続化戦略を追求すべきとの新たな課題を得た。
