A Research on Public Reuse Conversion from Old Folk House

本研究的目的是为了弄清由老叉屋改建为福利机构的实际情况和可能性。由于农村人口减少等原因，依靠气候条件培育起来的、支持人们生活的叉屋正在逐渐减少。我们需要从环境问题的参照系出发，考虑建筑物的老化和减少工业废弃物，将老叉屋作为地方资源进行再利用。在人口老化和人口减少的地区，把老叉屋改为老年人福利机构是有益的。我们必须考虑在老叉屋中安排各种服务的可能性。本研究的目的在于说明在改建为公共机构的老民居中引入“什泰坎里夏”制度的现状和把握问题。本研究的主要结果是：在改建为公共机构的老叉屋中，80%以上是没有引入Shiteikanrisya制度的机构。民营企业参与度不高，主要是因为博物馆和展览馆等机构利润低。志愿组织通过积极申请志愿者来规划和指导活动、削减工作开支和与该地区人民团结一致来管理机构。

The purpose of this study is clarifying the actual conditions and possibilities in cases of the welfare institution converted from Old Fork Houses.Fork House cultivated by climate and supporting life of people is running down by depopulation in farming village and so on. We need to reuse Old Fork Houses as local resources by thinking about buildings becoming older and reduction of industrial waste from a frame of reference in environmental problems. It will be useful diverting Old Fork Houses into the welfare institution for person of advanced years in aging and depopulating area.We have to think about possibilities to slot various services into Old Fork Houses. And we studied about Shiteikanrisya at Old Fork Houses.The purposes of this study are to demonstrate the status and grasp problem of introducing the system of Shiteikanrisya at old folk houses converted into public institutions. The main results of this study are : In Old Fork Houses converted into public institutions, more than 80% is institutions which are administrated without introducing the system of Shiteikanrisya. Private enterprises don't quite participate because of institutions almost used as museums and buildings on exhibition gaining low profit. Voluntary organizations administrate institutions by actively applying to volunteers for planning and steering of events, cutting down working expenditure and unifying with the people in the area.
