本研究は、「政治現象を対象として、経済学の手法を用いて分析する」学問領域として近年、海外で広範に普及してきた「公共選択論」を適用して農政を分析したものである。分析の結果、食品安全政策では、政治家が私的利益基づき行動すると、消費者の食品リスクに関する不安を鎮静化できず、むしろ増幅する可能性が高いことが明らかとなった。米生産調整では、欧米農政が消費者負担型農政から財政負担型農政へと進んでいるにもかかわらず、日本の米農政では、生産調整依存が高まり、逆方向に進んでいることが明らかとなった。
