本研究の目的は、環境政策における経済的手法(価格インセンティブ政策)の有効性について、理論的、実証的に再検討することである。平成19年度は、これまで開発を進めてきた新しい要因分解手法の整備・見直し、他の手法との比較考察、及びそれらを用いての実証分析を中心に行い、以下のような成果を得た。1.環境政策における経済的手法の有効性を検証するために開発した新手法「多時点カリブレーション分解分析(MCDA)」の整備、見直しを行った。その際、産業(財)部門やネスト構造を大幅に簡略化したミニバージョンを作成し、当モデルを用いて、1970年から1985年の日本経済を対象に実証分析を行った。その結果、エネルギー消費や二酸化炭素排出量の変化における、価格要因と技術変化要因それぞれの重要性が定量的に明らかとなった。2.次に、新手法「多時点カリブレーション分解分析(MCDA)」と他の代表的な要因分解手法とを比較した。まず、1990年代以降、分解分析の主流となった構造分解分析(SDA)をMCDAの視点から理論的に再解釈し、構造分解分析に暗黙に仮定されているミクロ経済学的基礎について考察した。さらに、両手法を実際の我が国のエネルギー消費、二酸化炭素排出量の要因分解に適用し、結果を相互に比較した。分析結果は以下の通りであった。(1)構造分解分析においては、価格要因を正しく評価できない可能性がある。少なくとも解釈が容易ではない。(2)MCDAのようなミクロ経済学的基礎をもつ要因分解手法の方が価格要因を評価する上で優れている。

The purpose of this study is to discuss the effectiveness, theoretical and practical aspects of environmental policy. In 2019, the development of new technologies was carried out due to the preparation, comparison and analysis of other technologies, and the following achievements were obtained. 1. Environmental Policy Development and Implementation of Multi-time Decomposition Analysis (MCDA) The production structure of the international and industrial (financial) departments has been greatly simplified, and the production and application of the Japanese economy from 1970 to 1985 have been analyzed. The results, production, and carbon dioxide emissions change due to technical factors and quantitative factors. 2. Second, the new method "multi-time decomposition analysis (MCDA)" and his representative of the main cause decomposition method to compare. Since the 1990s, structural decomposition analysis (SDA) has been the mainstream of MCDA and the theoretical basis of structural decomposition analysis. In addition, the main factors of carbon dioxide emission and production consumption in China were analyzed and compared. The analysis results are as follows. (1)Structural decomposition analysis is based on the probability of the main cause of the lattice. It's easy to get rid of a few things. (2)MCDA is based on the analysis of the essential factors and the evaluation of the essential factors.
