本研究の目的は、「包摂的な低炭素化・エネルギー転換」について、人々の基本的エネルギーニーズの享受、という観点から、規範理論的、事実解明的に検討することである。当該年度は、包摂性を評価するための新しい指標の開発に注力した。具体的には、家計・個人の「基本的エネルギーニーズ」、加えて、「基本的炭素ニーズ」という新しい概念、評価手法を開発した。当概念は、分配的正義論における十分主義の応用であるとも言え、十分な哲学・倫理学的背景を持ったものである。本研究では、これらの新しい評価手法を用いて、我が国を対象に実証分析を行った。分析結果より、気候、住居、家族構成要因に基づく人々の基本的エネルギーニーズ、基本的炭素ニーズの違いが明らかとなった。さらに、エネルギー貧困状態にある人々は、豊かな人々よりも基本的エネルギーニーズを満たすためにより多くの二酸化炭素排出を必要としていること、等が示された。また本研究では、二重の負担（現在不利な立場にある人が将来より不利になること）が懸念されることを実証的に示した。また本研究では、国際比較分析として、EUの知見をもとに日本のエネルギー貧困、エネルギー脆弱性について再検討し、さらに、日本とフランスにおけるエネルギー貧困と格差に関する分析を海外研究協力者と共に行った。当該年度は、以上のような成果を国際学術雑誌等で発表した。加えて、本テーマに関する国際共同研究も現在複数進めており、今後成果が期待できる。
