本研究は、1990年代半ば以降、多くのアフリカ諸国で導入されている初等教育無償化政策の詳細分析が不足している現状に鑑み、教育機会だけでなく、留年や退学といった教育の内部効率性に焦点を当て、ウガンダおよびケニアの無償化政策の効果を実証的に分析した。具体的には、平成18年度および19年度にケニアおよびウガンダを各2回訪問し、教育省への訪問や政策文書のレビュー、既存の世帯調査のパネルデータを用いた所得や社会階層ごとの留年や退学の定量分析、視学官、教員、両親へのインタビュー、学級観察等の定性分析を通したケーススタディを行った。また、両国における世帯調査の個票を用いて定量的な分析を行った。研究成果としては、無償化政策の下でも、性別、学校種、学校への距離などが複合的に生徒の就学に影響していること、親と学校との関係が希薄になり、成績不良や学校による授業料以外の集金が、頻繁に転校、留年、退学を引き起こしていること、貧しい世帯、HIV/AIDS孤児、親が教育を受けてない世帯にこのような影響が強いことが判明した。また、初等教育無償化政策への政策的示唆としては、鍵となるステークホルダーへの継続的な対話とコミットメントがない場合には、各地域で政策の解釈における混乱や政治家の無為な介入が起きやすいこと、UPE政策下にあるプログラム全体のモニタリングとアカウンタビリティに大きな政策的な乖離と矛盾があること、地方分権化の下においても政府依存の体制が学校運営の持続可能性を低めていることが判明した。
