本研究は、これまでの国際教育協力の前提となってきた外部からのインプットという発想を超え、現地にある成功例を特定し普及するポジティブ・ディビアンス（PD）研究である。既に東アフリカ地域において特定された成功要因となる取り組みをランダムに選定された学校群に実施し、統制群と比較することにより、その効果を検証する。コロナ禍において外部的介入が阻まれる中、現地にある経験、資源、知恵を用いた介入の有効性を検証するとともに、貧困層の多い東アフリカ農村部においてどのような低コストの介入が効果的であるかを特定することを目的とした。新型コロナウィルス感染症の世界的蔓延により、ウガンダにおいては2022年1月まで学校が閉鎖されていたため、当初の予定を変更し、ウガンダ東部のブソガ地域において、親、教師、校長とともにラジオ・トークショーとオンラインによるグループサポート・プラットフォームを実験群の50校を対象に展開し、中間評価の結果を分析した。また、学校の再開を受けて、新たに学校レベルで教員たちによる学びの場をつくり、学習改善計画などの策定を学校のイニシアティブによって行った。その成果を測るべく、年度末には150校を対象として終了時評価を実施した。今年度の研究実績としては、中間評価の結果の分析に集中した結果、2019年と2022年の間に子どもたちの算数および読解（英語および母語）の学力が下がったという傾向が見られた。また、校長、教師、コミュニティを巻き込んだラジオ・トークショーの参加者および視聴者が多い学校コミュニティほど、学校が再開された際に子どもたちの退学を防げていたことが明らかとなった。他方、学校レベルでの遠隔学習の実施や子どもたちの学習成果については、明らかなインパクトは見られなかった。
