平成19年度は2年計画の2年目であり、予定した年次計画に従い、構築した理論モデルにもとついた分析結果である『Asymmetric Tax Competition in a Repeated Game Setting』を日本経済学会2007年度春季大会(大阪学院大学)で報告した。本研究は、地域が非対称なケースにおける資本課税競争を繰り返しゲームの枠組みで分析することを目的とし、資本市場を明示的に組み込むことで金銭的外部性の存在を明確化することにより、繰り返しゲームアプローチを用いた先行研究の結果とは異なる次のような理論的洞察を得た。第1に、ある地域が資本輸出地域となるか資本輸入となるかは各地域の初期保有資本量および生産技術の格差に依存して決定する。第2に、地域間の資本課税率に関する協調はサブゲーム完全均衡として維持可能であるが、資本課税率の絶対値が大きくなるにつれて困難となる。第3に、地域間の資本格差が技術格差より大きい(小さい)とき、資本格差のさらなる拡大は協調を容易(困難乏にする一方、技術格差の拡大は協調を困難(容易)にする。これらの結果をまとめた論文は専門学術雑誌に投稿中であったが、レフェリーの批判やコメントをもとに加筆・修正を繰り返すことで最終的に『Are Regional Asymmetries Detrimental to Tax Coordination in a Repeated Game Setting?』と改訂された形で掲載されることが決定し、一定の成果を収めることが出来た。
