(1)モンゴルにおいて、牧民牧草地保全の便益を2段階2肢選択型の仮想評価法(CVM)を用いて評価した。CVMでの提示シナリオは、牧草地の水供給改善(井戸設置)による利用可能な牧草地の拡大であり、それに対する牧民の支払意志額(WTP)を質問した。分析の結果、支払意志額の中央値は約32,200tugrig(約3,100円)、平均値は33,600tugrig(約3,240円)であった。また牧草地劣化への意識が高く、教育水準が高く、世帯から井戸までの距離が遠いほど、また収入が高い牧民ほど提示額を受け入れる確率が有意に高くなった。支払意志額の収入に占める割合は、中間値で2.0%、平均値で2.1%であった。(2)モンゴルの砂漠化問題を体系的に整理し,必要な砂漠化対策や現在のモンゴル社会の持っている対策実施能力をDPSIR+Cフレームワークを用いて評価した.特に,牧草地利用の背景にある牧民の社会経済状況,牧草地利用による牧草地劣化の状況,砂漠化による人間活動への影響,そして砂漠化政策・対策とその実施能力を含め,牧草地利用に関わる要素を包括的に捉えて検討を行った.分析の結果、DPSIR+Cフレームワークで社会的アクターの行う対応(R)とアクターの能力(C)を分けて議論し、対応(R)に対して援助するのか,能力(C)の向上に向けた援助を行うのかを吟味する必要があることを示した。例えば,井戸の修復を行い利用可能な牧草地を広げることを検討する揚合、まず現状把握として政府・牧民の能力に問題があるのか、現状の修復計画に問題があるのかを分けて検討するべきと述べた。そして修復計画に問題がある場合は、政府の井戸整備計画マスタープラン作成を支援することが考えられた。またマスタープランを実行する能力に問題がある場合は,能力のどのような要素(人材,技術,知識など)が欠けているのかを検討して支援することが望ましいと示した。
