本研究では住居用太陽光発電設備を導入した住民及び導入を検討している住民に対して、電化が進むことで生じる生活改善便益の推計や、貧困削減及び気候変動対策を踏まえた政策提言をおこなうことを目指す。特に島嶼部では送電線網整備を通じた電化が期待できず、地理的条件や自然条件も考慮したうえでの太陽光発電による電化の普及が急がれる。令和４年度は、バングラデシュに渡航し、援助機関が支援しているミニグリッドの普及地域を訪問し、運営事業者、利用者世帯に対するインタビュー調査を実施した。電力に対する潜在需要は根強いものの、技術的な面で発電量が限定されていることや、新規の電力需要に対して十分受け入れられていない現状を把握した。また近年の燃料価格高騰に伴い、ディーゼル発電によるバックアップが難しくなってきていることが分かっている。今後はアンケート調査を実施してより潜在需要を推定する方針である。また令和４年度は、ベストワーストスケーリング（best-worst scaling: BWS）を通じて得られたデータで限界効用パラメータを推計する際に、限界効用の相関を考慮したランダムパラメータロジットモデル（random parameter logit: RPL）モデルを活用し、属性間の行動的な交互作用の存在可能性を議論することとともに、スケール異質性を統制してより精緻な限界効用の推定を行うことを目指した。本モデルをバングラデシュ農村地域での研究に活用して、太陽光発電の導入を検討している世帯の社会的属性や好みの多様性に応じて、政策提言することにつなげることを目指している。

This study discusses the introduction of residential solar power devices to residents and their impact on economic growth, poverty reduction, and climate change. In particular, the island department has been waiting for the completion of the power transmission network, geographical conditions and natural conditions, taking into account the solar power generation, and the popularization of electricity. In 2010 and 2014, the Ministry of Finance and the Ministry of Finance conducted a survey on the development of tourism and aid agencies in the areas of tourism, operation, and utilization. The potential demand for electricity is based on the strength of the technology and the power generation is limited. The new regulations are very sensitive to the current situation. In recent years, the fuel consumption has increased, and the power generation has increased.
