Social Security Reforms and Local Governments

The Aim of this research is to make reflections on roles of Local Governments and other Local Entities regarding to policy making and administration of Social Security Schemes such as compulsory public health insurance schemes, public assistance and social services (including care of dependent elders and handicapped people). Roles of Local Governments become much more important as results of recent successive reforms of Social Security Schemes, thus legal analysis and reflections of their roles are necessary. Besides of researches and analysis on recent Japanese Social Security Reforms, comparative legal researches on German and French Social Security Legal Schemes were accomplished by collecting books, papers and documents of these countries, in order to get useful suggestions. Interviews to German and French seculars and officers and gathering of documents were done in each country Interviews to Japanese administrative officers in the section of medical care schemes, the one of national health insurance scheme and the one of public assistance were also done. These interviews in two countries and in Japan were so fruitful because a lot of information which would be difficultly get only by analyzing papers and documents was obtained. All investigators published papers and a book which are results of this research program.
