项目摘要

近年,市民参画は,道路計画のパブリック・インボルブメント(以下PIと記す)を始め,コンセンサス会議や裁判員制度に見られるように社会的な潮流である。とくに道路計画では,平成17年9月に国土交通省道路局から構想段階におけるPIの位置付けをより明確化した市民参画型プロセスのガイドラインが改訂通知される等,制度の確立が進められている。しかし,制度的な参画は認められつつも意見が計画や政策に十分反映される状況には至っていない。このような状況は,参画に対する満足度の低下と同時に,形式的参加との認識による行政や専門家へのさらなる不信を招くものである。この悪循環を改善するためには,収集した意見とともに行政や専門家の回答や対策案を併せて示すフィードバックの仕組みによる真の情報・知識共有ならびに意思決定の協同を支援するシステム構築が必要である。本年度は,平成18年度に作成した横浜環状北西線の計画に対する意見データのコーパスに,那覇空港の空港計画に対する意見データを追加し,このコーパスの具体的利用として,機械学習による対話型アンケートシステムを構築した。このシステムは,自由回答アンケートなどの意見収集とは異なり,市民ユーザーの意見入力に対して,問い返しを行い,より具体的なユーザーの関心を得ることをねらっている。システム開発と併せて,那覇空港の実際のPI調査における実装対話実験を行った。調査期間において得られた意見数は,36件と少数であったが,併せて行った100件の実験的なモニター調査で得られた意見および満足度調査の分析から,次の4点が明らかになった。1)対話型アンケートシステムは,PIの現場で利用することができる,2)対話の過程でシステムが問い返しをすることにより,ユーザーの関心を得ることができる,3)対話の過程でユーザー本人に意図を確認することにより誤解を回避することができる,4)システムとの対話によりユーザー自身も考えを整理しながら深めることができる。今後は,さらに対話設計を洗練する予定である。
