项目摘要

この研究の目的は、東京都による福祉改革推進プランの一環である障害者福祉政策の緊急整備三年計画の導入による障害を持つ利用者への影響を分析することである。具体的には、利用者、サービス供給施設、行政機関等へのアンケート調査、及びうち数名へのインタビューを行い、統計的に分析することで利用者にどの程度'選択の自由'の拡大をもたらすことができたのか、また利用者の社会的自立をどの程度推し進めることが出来たのかを調査するものである。この研究により、現在障害福祉制度において問題を抱える他の地域社会にも類似した福祉改革を採用できるか否かの判断の助けにもなる。また、効果があったと結果が出れば、社会政策研究においてこれまで支持されてきた理論をさらに支持するものとなる一方、効果がない場合にはその理論上の問題点を指摘するものとして貢献できるであろう。本年度は調査計画に基づき下記の4点を実施した。すなわち、(1)日本(東京都板橋区)、イタリア(ミラノ)、英国(ロンドン)それぞれの地域の行政担当者への各国のクラブハウスとの関係についての調査票作成及びインタビュー(7月から9月)(2)以前行ったクラブハウス代表者及びメンバーへの調査データとの照らし合わせ、分析、3ヵ国間の比較研究(3)下記会議にて発表:第2回EMES国際会議(7月1日～4日、イタリア、トレントにて)、板橋サンマリナ・クラブハウスにて8月4日に行われた会議、ISTRアジア及び太平洋地域会議(11月1日～4日、台湾、台北にて)、JHC板橋年次総会(11月5日)(4)論文の執筆作業と発表(2年間で9本の論文);主たる出版物4本、その他、クラブハウス関連の雑誌の記事2本の他に、現在Nonprofit Review (Janpora)、Public Management Review、Voluntas、Journal of Global Responsibility及びImpresa Socialeにてレビュー中の論文がある。
