本研究は、持続可能な漁業を実現することを可能にする漁業者養成制度の確立を目指した制度研究の一環として実施されている。具体的な研究目的は、わが国の漁業が明確な方向性をもって展開しようとしていた明治期において、わが国の水産教育をリードした官立水産講習所(現東京海洋大学)の歴史的役割を分析し、漁業後継者問題を解決する糸口を見いだすことにある。すなわち本研究は、漁業者が体系的に養成できていた近代日本における水産教育実践と漁業経済の特質を解明し、漁業者一人一人に必要とされる水産教育体系を確立するために必要な要素を明らかにすることを目指した研究といえる。本年度の研究活動は、明治初期の官立水産講習所がおかれていた環境、ならびに官立水産講習所で学んだ者一人一人の「生活史」を紐解くことを課題として実施した。具体的には、1890年代の漁業を取り巻く国際情勢を、日・米・英・露の角逐から把握するため、大日本水産会関係の文書(例えば『大日本水産会報告』)に依拠して、ベーリング海や小笠原諸島周辺での各国の対立を浮かび上がらせる作業をおこなった。さらに、かかる国際情勢が、日本政府の遠洋漁業奨励策と人材養成策に与えた影響、ならびに国内の漁業資本の成立におよぼした影響の双方を把握するため、株式会社ニチロ(旧日魯水産)や日本水産株式会社(旧共同漁業)での漁業関係史料の発掘をおこなうとともに、政策動向や水産業界の意見が集約されている水産関係史資料の蒐集整理・保存作業を実施した。現在は、これら史資料の分析と、論文の執筆のための研究ノートの作成をおこなっている。なお、分析結果の一端は、2007年9月に開催された教育史学会大会において、「近代日本における遠洋漁業型水産教育の確立-官立水産講習所の漁業者養成に注目して-」と題して口頭発表した。
