项目摘要

本研究では、国際協力の成果の持続可能性を保持する方法として、JICA-Netを活用した遠隔ワークショップの効果的なプログラムの内容・方法・展開、コース運営、教材/マニュアル等を含むプログラム開発を試みた。研究の方法は、「研修ニーズの調査」、「遠隔ワークショップの企画・実施」、「ワークショップ用教材研究と制作」、「ワークショップの効果を評価」、「プログラム開発」、「類似事例の情報収集」である。研究内容の主たるものは、JICA-Netを介して試行した計5回の遠隔ワークショップにおけるプログラム開発、「幼児教育用ローコスト教材制作と活用の手引」の制作、および類似事例の情報取集である。遠隔ワークショップは、(1) 平成15年に専門家派遣により行った技術移転のフォロー(平成18年度1回、対パキスタン。幼児教育分野)、(2) 専門家派遣期間中には完成が望めない長期間の作業を要する技術移転の補完とフォロー(平成18、19年度各1回、対パプア・ニューギニア。地域啓発・学校運営分野)、(3) 既に行った技術移転のフォローではなく、自力での持続可能性を維持する上で必要な意識啓発(平成20年度2回、対パプア・ニューギニア。地域啓発・学校運営、遠隔教育分野)という異なる性格と特徴を持たせた幼児教育用ローコスト教材開発は、開発途上国に共通のニーズがあることから、対パキスタンとの遠隔ワークショップの折に開発した英文版教材を基に、当日のプレゼンテーションも加味して1冊のブックレットにした類似事例の情報収集は、英国(国際開発省におけるプロジェクト終了後の技術移転フォローアップの方法/その際のテレビ会議システムの活用状況、初等・中等教育段階における理数科教育振興のための取り組み)、およびパキスタン(メディアを介したバーチャル・ユニバーシティにおける学習者の課題)で行った。本研究の前提である「開発途上国における技術移転の持続可能性の問題を解決する手段として同時双方向性通信メディアの活用は有効である」という点に焦点を当てると、遠隔ワークショップの成果と課題として、以下のことが挙げられる。参加者のほとんどがテレビ会議への参加は初めてであったが、全員がワークショップに満足した。その主たる理由は、(1)臨場感、質問も含めて意見交換のしやすさ、映像の見易さと音声の聞きやすさなどハード面、(2)プログラムの内容・展開などのソフト面である。プログラムの内容・展開では、ローコスト教材の制作と活用の講義とデモンストレーション、日本の幼児教育に関する質疑方式での情報提供(以上パキスタン)、テレビ授業の改善と持続可能性に向けたフリーディスカッション、セントラル州とポートモレスビー市で実施した「テレビ授業の持続可能調査」の報告と意見交換(以上パプア・ニューギニア)を評価する参加者からのフィードバックが目立った。今後もこの種のフォローアップ遠隔ワークショップを希望する声は、パキスタン、パプア・ニューギニア両国の参加者から挙がっている。JICA-Net活用の研修の効果は派遣・招聘経費の軽減、人材の確保の上から大きい。遠隔研修を推進する上での当面の課題を列挙する。(1) 主催者(日本側)の課題 : 「JICAにおけるフォローアップ研修の必要性の認識」、「JICA現地事務所における遠隔研修の担当窓口の設置とそれに伴う要員の確保」、「遠隔研修を本格化するためのJICA-Net回線の確保、「遠隔フォローアップ支援を視野に入れたプロジェクト設計」、「象地関係省庁の協力」(2) 参加者(国)側の課題 : 「最低限の治安の確保」、「日本側講師陣とフォローアップ・プログラム開発をするための遠隔研修ワーキング・グループの常置」、「ワークショップ開催に伴う事務費等負担(配布資料作成のための経費、参加者の交通費等)」、「メールなど比較的安価なコミュニケーション手段の確保」
