本研究では,パプアニューギニアにおける政府開発援助対象地域に対して,テレビを活用した地域啓発活動を行い,その地域改善,教育振興に及ぼす効果を同定した。これまで,明確でなかった地域における貧困の状況を推定し,資料を提供すると共に国際,政府,地域の3つのレベルでの施策実施における連携を試行し,その有効な形を提案した。地域では,本施策により,特に教育振興での積極的な住民自らの創発活動が出現した。
