「生活再建」は,多くの人々にとって初めての経験である。そのため,被災後すぐに,生活再建の見通しを立てられる人は少ない。一方,被災者を支援する立場の行政も,実際に災害が発生してから,具体的にどのような生活再建支援サービスを提供できるのか学習を開始するのが実態である。このことは,個々の被災世帯の生活再建計画の策定過程が必要であることを意味している。また,行政側が,災害発生前あるいは直後に,想定される生活再建支援対象世帯数を予測し,提供できる被災者支援サービスについて学習する過程が必要であることを意味している。本研究では,そのような個々の被災世帯が自らの生活再建計画を策定する作業,そして自治体側が多数発生する被災世帯の生活再建計画の立案を支援する体制づくりを支援するシステムの開発を行った。具体的には、小千谷市の被災者生活再建支援業務のエスノグラフィー調査を通して、被災者生活再建支援業務上の課題を明らかにした。また、それらの課題解決のための業務のあり方とそれを実現する情報システムとして、被災者生活再建カルテシステムの機能・運用のあり方を提案した。さらに、提案するシステムを紙ベースで実現したものを、能登半島地震における穴水町の被災者生活再建支援業務に導入させていただき、業務支援とともにそのシステム・コンセプトの有効性の検証を行った。能登半島地震災害からの復興プロセスは今も進行中であり、最終的にカルテが有効に機能したかの検証は、少なくとも仮設住宅の解消を待つべきものであると考えるが、少なくとも現時点までの業務において、カルテは被災世帯に対する一貫した相談サービスの提供、部署を超えた被災世帯に関する情報共有という点で有効に機能しているようである。
