これからの児童相談システムには、自らの権利や意見を表明することの困難な子どもの最善の利益を保障する視点が必要である。つまり、児童相談所の援助方針決定における当事者参加に関しては、当事者と児童相談所の調整を従来のケースワークによる援助に加えて、第三者的機関(現状では児童福祉審議会への意見聴取)を交えた援助を担保する児童相談システムの構築が求められる。
