近年来，警察活动的扩大是现代国家的必然和普遍现象，特别是在预防恐怖活动、解决邻里冲突和防止跟踪等方面。到目前为止，我们的法律关注和兴趣集中在如何准确地规范警察活动，如何严格地控制警察活动以不侵犯人权。我们需要一些控制委员会或董事会，包括警察组织中的公民，以证明预防性警务或警察活动的合理性，就像奥地利一样。

The recent expansion of the police-activity is inevitable and common to the modern states especially concerning the terror prevention, solving the neighbor conflicts and preventing the stalking and the like. So far our legal concern and interest have been focused on how precise we regulate the police-activity and how strict we control it for not infringing the human rights. We need some controlling commission or board including citizens within the police organization to justify the preventive policing or police-activity like Austria.
