In Germany it was the red-green coalition government led by Chancellor Gerhard Schroder that institutionalized the policy to promote peaceful conflict management (ZKB : Zivile Konfliktbearbeitung). It was paradoxical, because this government decided Germany's military participation for the first time since World War II (Kosovo war). In spite of changes of administration after the red-green coalition this policy of peaceful conflict management has been further developed both theoretically and practically by the government agencies, research institutes and NGOs. But its meaning might become hollow as a result of military decisions such as the Bundeswehr's mission in Afghanistan.

在德国，是总理格哈德·施罗德领导的红绿联合政府将促进和平冲突管理的政策制度化(ZKB：Zivile Konfliktbeitung)。这是自相矛盾的，因为这届政府自第二次世界大战(科索沃战争)以来第一次决定了德国的军事参与。尽管在红绿联盟之后政府发生了变化，但这一和平冲突管理政策在理论和实践上得到了政府机构、研究机构和非政府组织的进一步发展。但它的意义可能会因为军事决定而变得空洞，比如德国国防军在阿富汗的任务。
