项目摘要

本研究では,ネットワーク産業におけるオープン・アクセス環境下でのインフラ設備の有効利用とインフラ建設や競争促進の可能性を分析する.理論分析から,社会厚生上,バイパス設備が過剰使用される状況があること,それがいかなる状況であるかが明らかになった.また, 2年間の研究成果を利用し,都市ガス事業に対する政策提言的な研究も行った.その研究では,日本におけるガス・パイプライン整備のための託送料金設計や託送供給義務の免除,事業者間提携のあり方について考察した.
