The research was conducted by means of a questionnaire given to the victims of the Niigata Chuetsu offing Earthquake. The primary aim of this survey was to reveal the evacuation strategy employed by the victims. A secondary consideration was the mood of those who had started rebuilding their lives, and the factors contributing to this mood.The results of the survey are as follows : 1)More than 80 evacuation routes were used by the victims. 2)8 factors have an impact on the mood of those rebuilding their lives, of which 'Homes' and 'Income' seem to be particularly significant. 3) Regarding the evacuation process, victims tend not to remain for long periods of time at a single location, but rather to change shelters regularly towards more comfortable locations. As for financial support, those who failed to obtain emergency loan support are less likely to feel positive towards rebuilding their lives than those with this financial support.

本研究是通过对新泻中越近海地震的受灾者进行问卷调查的方式进行的。这项调查的主要目的是揭示受害者采用的疏散策略。其次是重建生活的人们的心情，以及造成这种心情的因素。调查结果如下：1）灾民使用的疏散路线有80多条。2)8这些因素对那些重建生活的人的情绪有影响，其中“家园”和“收入”似乎特别重要。3)关于疏散过程，受害者往往不会在一个地点停留很长时间，而是定期更换住所，前往更舒适的地点。至于财政支助，那些未能获得紧急贷款支助的人比那些获得这种财政支助的人更不可能对重建生活感到积极。
