平成19年度には、主に地域別若年労働市場の構造変動を把握するためのデータ収集、およびその分析を行った。データについては、地域別・年齢階級別就業者数が把握可能である国勢調査の数値を中心に収集したが、報告書に掲載されていないデータなどについては総務省統計図書館に出向き、データを複写して入手した。その後それらのデータの電子化作業を行い、時系列的に労働市場の構造変動を捉えるための検討を行っている。また、それらのデータを用いた分析においては、地方部における産業構造の転換が大卒就業者の増加にほとんど影響を与えていないことがすでに明らかになっている。それは、特に地方部で顕著に見られる1980年代以降の第1次産業の就業者比率の減少と第3次産業就業者比率の増加という産業構造の変動は、直接的に大学卒業者の就業機会の拡大に結びつく構造変動として機能したわけではなく、むしろ就業者の高学歴化を伴わない工場誘致などによる単なる産業転換である場合が多くなっているという傾向である。次年度は、特に高等教育機関の新増設が活発化する1990年代以降に、これらの傾向がどのように推移しているのか検討するとともに、特に地方部における高等教育機関の増設がいかなる影響を与えているのか把握するための分析を継続して行うこととしている。これちの作業を通じて、全国の合計値では捨象されてしまう地域別の若年労働市場の変化の特質を浮き彫りにしたい。
