One of the major factors causing continuous fall in the national birth rate is the lack of social infrastructures to secure women's reproductive rights in Japan. To reverse this worsening trend, we need to apply the concept of "Reproductive Security" to discussion. In recent years, women choose not to have a child for various reasons. Some just choose to have a life without children based on their own will, others are reluctant to give birth to and raise children due to insecure social support system although they desire to have a child. In this paper, from the point of view of reproductive rights and reproductive security, I analyze the current situation where women have to give up to have children and argue what measures are necessary so that women can have children and raise them without anxiety.

造成日本生育率持续下降的主要因素之一是日本缺乏保障妇女生育权利的社会基础设施。为了扭转这种日益恶化的趋势，我们需要将“生殖安全”的概念运用到讨论中。近年来，女性出于各种原因选择不生孩子。有些人只是根据自己的意愿选择不生孩子，而另一些人虽然渴望生孩子，但由于社会支持体系不安全而不愿意生育和抚养孩子。本文从生殖权利和生殖安全的角度分析了目前妇女不得不放弃生育的现状，并论证了需要采取哪些措施才能让妇女安心生育、养育子女。
