本研究により、放送の規制緩和論が暗黙の前提とするホモ・エコノミクス的人間像が孕む問題性が明らかとなった。それは、放送が持つ経済性・営利性に加えて言論性、文化性といった特質を反映したものであり、本研究で浮かび上がったさまざまな人間像を、法体系の中で統一的な人間像として描くことの困難性もまた、明らかとなった。ここではむしろ、健全な「経営とジャーナリズムの相剋」を生み出すシステムの構築が課題となる。
