本研究の目的は、被災地の復興にとって重要な存在であるNPOなどの住民活動の災害後における活動を規定する要因を検討することである。具体的には、申請者が2006年より調査を実施しており、東日本大震災を経験した岩手県釜石市を調査地とし、複数の住民活動団体のケーススタディーを通じて、「集合的アイデンティティ」（団体メンバーが共有する仲間意識・状況認識などを意味する）と住民活動との関係を検証し、それが地域社会に及ぼす影響を考察する。平成28年度は、未収集の先行研究を数多く収集し分析枠組みの深化を図るとともに、釜石市での文献資料の収集、インタビュー及び参与観察調査を実施した。計3回の調査旅行を実施し文献資料を収集するとともに、（一社）「三陸ひとつなぎ自然学校」、任意団体「NEXT KAMAISHI」、ならびに釜石市総合政策課が事務局として関与した「釜石◯◯（まるまる）会議」（住民活動の生成を支援するワークショップ）などの観察データ、インタビューデータを蓄積した。これらの調査を通じて、地域住民と外部支援者との間で「集合的アイデンティティ」が形成されることの重要性を示唆するデータを得ることができた。「三陸ひとつなぎ自然学校」ならびに「NEXT KAMAISHI」は、外部支援者も団体運営の中心を担っており、地域住民と外部支援者との間に仲間意識すなわち「集合的アイデンティティ」が形成されている。釜石市の住民活動団体の中では受援力が高いと言い得る。その二団体が、「釜石◯◯会議」運営の中心的人材をも輩出しており、自身達以外の新たな住民活動の生成支援にも最も積極的な存在となっている。災害後の受援経験・外部支援者との「集合的アイデンティティ」の形成が、地域における住民活動生成に向けた支援活動に転化している可能性があることを把握した点が、重要な研究成果の一つである。

The purpose of this study is to discuss the important causes of disaster recovery in the affected areas. Specifically, the applicant conducted the survey in 2006, the survey site of Iwate City, Kamaishi City, the communication of a number of resident activity organizations, the "collective information"(meaning of common body information and awareness of the situation), the investigation of the relationship between resident activities, and the investigation of regional social and economic impacts. In 2008, the Company conducted a number of preliminary research projects, including the collection of literature data from Kamaishi City, and the participation in research projects. Three surveys were conducted to collect literature data, such as "Sanrikuta Nature School","NEXT KAMAISHI", and "Kamaishi City Cooperation Policy Bureau"(Support for the Generation of Resident Activities). The importance of the investigation, the local residents and the external supporters was demonstrated. "Sanriku Nature School" and "NEXT KAMAISHI" are the external supporters, the center of the organization, the local residents, the external supporters, and the intermediate consciousness. Kamaishi City residents 'activities in the middle of the support capacity of the high middle and middle. The two organizations, the "Kamaishi Conference" operation center personnel, the most active presence in support of the creation of new activities outside their own reach Disaster relief, external support, and the formation of a "collective response", regional support, generation of support activities, and the possibility of grasping important research results.
