项目摘要

本研究の目的は、パリテ法（50％性別クオータ制）導入後のフランスにおける、政界の質的ジェンダー平等について考察し、数の平等達成後の課題と展望を示すことである。本研究は、男女同数議員（数のパリテ）を達成したフランスにおける、政治的権力へのアクセスの男女平等（質のパリテ）に着目する。現在質のパリテは進展しているのか、何が進展の障壁となっているのかを、女性が政治的権力をつかむ過程を分析し解明する。本年度は３つの研究成果の発表と、２つの研究調査の計画・実施を行った。研究成果の発表は以下の通りである。1. PS: Political Science & Politicsに論文“Role of Women’s Movements to Introduce Gender Quotas in Japan”を投稿した。同論文は3月に修正稿を提出し、現在再査読中である。２．日本政治学会で口頭発表「フランスの地方議会における『質のパリテ』――議会の要職のジェンダー平等を推進する取り組みとその阻害要因」（2019年10月）を行い、論文執筆にむけて他の研究者からコメントを得た。３．日本政治学会分野別研究会『ジェンダーと政治研究会』主催・『政治分野における女性の参画と活躍を推進する議員連盟』後援のシンポジウム「政治への女性の参画拡大を目指す：諸外国の取り組みに学ぶ」において「フランスの取組――パリテ（男女平等・同数）に着目して」を発表した（2019年5月）。研究調査の計画・実施は以下の通りである。１．2019年4月から2020年3月までパリ・ドーフィン大学にVisiting researcherとして滞在し現地調査を行った。２．アンスティテュ・フランセが行う研修プログラム“LabCitoyen”に参加し、フランスを含めた世界のジェンダー平等の現状についてフランスの専門家および各国の若者と議論をした。
