自主臨床試験における被験者の権利擁護に関する課題を分析し、2007年7月と08年6月に厚生労働省に「臨床研究に関する倫理指針」改正に関する政策提言を行った。この一部が反映される形で同年7月に同指針が全部改正され、平成21年度から施行されている。また改正指針で明記された保険その他の補償責務に対し、臨床研究のリスク算定について損害保険会社と綿密に意見交換を行い、臨床研究に係る損害保険の商品開発に貢献した。
