项目摘要

日本の「里山」は、農林業等の人手により形成されてきた農村生態系であり、「里海」は、漁業等により形成され、生産性も生物多様性も高くなった沿岸生態系である。どちらも「適切な管理により」長年にわたり維持されてきた「持続的システム」として、国際的にも注目を浴びている。同時に、「里山里海」の生態系サービスが注目されており、資源供給サービス、文化的サービス(ツーリズムを含むレクリエーション)、物質循環サービスといった様々な要素を有している。しかし、近年、過疎・高齢化により、農村、漁村の疲弊は激しく、「限界集落」から「集落崩壊」へと向かいつつある「里山里海」が増加している。また、「里山里海」の生態系サービスについては、自然科学的な見地から一定の評価(ミレニアム生態系評価等)が進みつつあるが、その社会厚生・福利にとって不可欠な文化的サービス機能の解析と、社会経済学的評価は不十分といわざるを得ない。石川県内には生態系サービスの研究フィールドとして注目されている里山里海が数多くある。本研究では、それらを対象として、生態学・環境経済学・農業経済学・観光学等の分野を中心として、里山里海とその生態系サービス(特にツーリズムを含む文化サービス)、エコツーリズム、グリーンツーリズムに関する先行研究・文献について渉猟し、歴史的経緯、背景を整理した。石川県能登半島の能登町、珠洲市等を中心に、属性の異なる里山里海地域を選定し、エコツーリズムのヒアリング、アンケートを実施、実態と問題点を把握した。能登半島の地域住民の里山里海のイメージ、認知度に関するアンケート調査実施とデータ解析を開始し、成果を上げた。
