本研究は、近年になって商店街をはじめとする公共空間に監視カメラが広がり始めたという現象に着目し、それがなぜ起きたのかを実証的な調査から確認しつつ、現代の社会的背景から解きほぐそうとするものである。平成20年度はこのうちの前者についての検討を重点的に行ってきた。この成果をうけて本年度は主に資料文献の整理と理論的な枠組みの構築を行ってきた。資料については、国会図書館や大学で歴史的な新聞記事、雑誌記事、専門誌などの収集と整理を行った。この中で、監視カメラの広がる過程が、地域社会の弱体化という構造的問題と関わっていることを確認してきた。ここから本研究は、調査のデータを従来の監視社会論だけではなく、地域や共同性という論点からも分析し、これまでの研究が監視と自由の関係を個人の権利の問題に回収しがちであり、地域などの場所を基盤として相互作用を行うことのように、共同的な存在であることの自由を十分に論じきれていないことを確認してきた。こうした枠組みによる調査データの解釈を広く公表するために、本年度の中盤から後半にかけては、上述の作業と平行しながら、多数の学会、シンポジウム、ワークショップなどで発表を行ってきた。また、本年度の終盤には、以上の成果を英訳して発表を行ってきた。こうした中で、これまで国内の枠組みから枠組みを検討してきたが、グローバルな観点からもデータを解釈できるという見通しをもった。以上のように平成21年度は、前年度の調査研究をふまえて、その知見を理解する枠組みをつくり、その成果を学会などで発表してきた。同時に、こうした成果はさらなる調査や海外発表にむけての準備という意味もあり、今後にわたる研究の進展を支えるものとなりうる。このように本研究は当初に設定した研究計画をほぼ達成するだけではなく、それを基盤にさらなる展開をみせはじめており、十分に当初の計画を遂行してきたといえるだろう。

This study aims at identifying the background of modern society by investigating the phenomenon of surveillance in public space in recent years. Heisei 20 years ago, the former was the focus of the investigation. This year's main achievements are the collation of data and the construction of theoretical groups. This study investigates the relationship between surveillance and freedom, and the problem of personal self-interest. At the end of the year, the above results were reported. The Chinese government has made great efforts to improve the quality of its products and services. The above research results for the 21st year of Heisei will be presented in the form of a survey, a survey of knowledge and understanding, and a survey of achievements. At the same time, the results of the investigation and preparation of overseas development mean that the progress of future research will be supported. This study was originally designed to be carried out on the basis of the original plan.
