本研究の目的は、難民キャンプという一時避難所で生活する難民が、常態化したキャンプに「定地」するさまを明らかにすることである。平成21年度は次文献調査とともに、20年度にタイ北西部メーホンソーン県で実施した現地調査結果について分析し、その成果を発表した。21年度は、難民キャンプの教育者を中心としたボトムアップの実践に関する研究を中心に行った。難民のボトムアップの実践には、比較的高い教育をうけた者を中心とする自助的な活動と、故郷での伝統行事の復興がみられる。社会福祉、学生組織、女性組織、諸民族の伝統文化委員会などに細分化された自助組織は、難民間の相互扶助の欠如といったNGOが支援をしない事柄へ取り組んでいる。この取り組みを可能にする資源が、NGOが提供する教育である。教育機会の提供は、難民自身にキャンプの社会問題を語らせる「文法」を与え、難民を組織化する方法を提供している。このような営みは、不安定な状態にあるなかでも、可能な限り自文化へと適った場所へとローカル化する実践の一つと言える。研究の大多数が、帰還民や第三国へ再定住した難民を扱っているのに対し、本研究は一次庇護国で長期間にわたって滞在する難民を扱っている点に特色がある。従来の難民キャンプに関する研究では、「民族」の再構築という人々の内面的な世界を描いてきたが、本研究では、NGO支援と難民の主体的な実践の関連という外部要因と内的側面の関連についても検討した。将来的な見通しとして、該当地域の難民が続々と第三国へ再定住するなかで、本研究はキャンプ生活と、第三国での生活の関連を考察するうえでも先駆的・萌芽的な研究だと言える。
