2009年度は、新たな資料収集に加え、収集資料の分析を踏まえてカルロス・ガルシア政権(1957-1961)の経済政策過程とディオスダード・マカパガル政権(1961-1965)の経済政策過程について研究会報告および論文作成を行った。前期から夏季休業にかけては、ガルシア政権の経済政策についての英語論文("Economic Nationalism in Policy Process : Revisiting the Politics of Filipino First in the Garcia Administration, 1958-1961")を作成した。本稿では、中央銀行が運営していた経済政策過程と政治家が標榜していた経済ナショナリズムとの関係性について理念の政治の観点から考察した。論文作成過程の草稿に基づき、2009年7月12日に早稲田大学にて開催された東京フィリピン研究会の全国フォーラムにて口頭報告を行い、専門性の高い質問やコメントをえることができた。質疑応答を踏まえて作成した論考は筆者の博士論文の一部とする予定である。後期には、マカパガル政権の経済政策過程について分析し、英語論文("Politics of Ideas and Changing Economic Policy Regime, 1961-1965 : Rethinking the Patronage Politics in the Philippines")を作成した。本稿では、為替管理の解除を経済開発の方向性と政策実施主体の転換という意味で経済政策レジームの転換ととらえ、政治過程全体を考察した。作成した論文を下に、2010年1月29日に慶應義塾大学内で開催された法学研究科第43回合同論文指導研究会において研究報告を行った。博士号取得のための要件となる研究会での報告を通して、社会学や政治学を専門とする諸先生方から有意義な質問やコメントをえることができた。報告論文を精緻化し、博士論文の一部とする予定である。2009年度の研究活動を通して、博士論文作成にとって中核的な史資料の収集と議論の骨格を固めることができた。
