项目摘要

本年度は研究期間の最終年であるため、3年間の成果をまとめることに最も注力した。本研究の目的は、地元住民の協力を得られるような、一層持続性があり有効性の高い自然環境保全の政策論を形成することであった。では、本年度の具体的な研究成果を示しつつ、その内容を説明したうえで、本研究の目的に対する見通しを述べる。これまでのフィールド調査の成果としては本年度、2本の論文化(平井、2010、2011)がなされている。その内容は主に地域住民の自然への働きかけの姿を描き、彼らが自然にかかわる際の行動原理を明らかにするものである。この行動原理は具体的には地域住民が共に生きていく上で不可欠な規範ともいえるものであり、その規範によって地域社会に担保されてきた共存の在り方を本研究では村落コミュニティ(農山村地域のコミュニティ)の「共存性」と呼んできた。この「共存性」は、自然とのかかわりが減少した現在においても、条件によっては地域住民の重要な行動原理として立ち現われるものであり、現在おこなわれている自然再生事業や自然環境保全政策に直面した地元住民の対応を見ていても観察されうるものといえる。この共存性に関する記述は、博士論文(平井、2010)としてまとめた。以上の成果から、本研究の目的への解答を述べるとすれば以下のようになろう。すなわち、地域住民や村落コミュニティの「共存性」は、自然環境の保全よりも優先されるべき事柄として地域社会に存在する。問題なのは、地域住民が自然環境保全に大変理解を示している場合であっても、現場レベルで環境政策がこの「共存性」と抵触することがしばしばあるために、住民が環境政策を受け入れられない事態が見受けられることである。だからこそ今、地域の「共存性」に適合的かどうかをまずもって考えることが、自然環境保全の政策論には求められているのである。
