It should be acknowledged that fishers and citizens have rights regarding common use of waters such as mud flat, and both the State and local autonomous bodies should preserve the environment of waters and adjust their appropriate common use. Fishers and citizens may not only demand participation in the management of waters and publication of administrative information, but also claim for injunction of false decision and management. It emerged by analysis of the judgments which commend injunctions, that the concept of such rights regarding common use of the environment is useful, and the study in the ground of injunction progressed.

应当承认，渔民和公民有权共同使用诸如滩涂等水域，国家和地方自治机构都应保护水域环境，并调整其适当的共同使用。渔民和公民不仅可以要求参与水域管理和公布行政信息，还可以要求禁止错误的决策和管理。通过对赞扬禁止令的判决的分析，发现关于环境共同使用的这种权利的概念是有用的，关于禁止令的研究取得了进展。
