国連の安保理改革有力案を、ボルジャー指数(投票力指数)を用いて比較検討した。昨年度は、同じボルジャー指数でもわが国の投票力に焦点を当てて算出した。本年度は、それを拡張し、常任理事国(P5)のほか、有力国と一般的に見なされている10か国(韓国、ドイツ、イタリア、ナイジェリア、ブラジルなど)を対象に、それぞれの改革案におけるボルジャー指数を算出した。こうした有力国の投票力も、わが国の場合と同様な傾向がみられた。現在改革有力案とみなされている案では、P5の投票力を現状から大幅に減少させず、しかも有力国の大半を満足させることは困難との結論が、ボルジャー指数という側面からすると暫定的に導き出された。とくに、AU案のような拒否権付きで新規に常任理事国を認める改革案は、常識的な印象通り、大幅にP5の投票力を低減させるので、P5の支持を得るのは困難との結論が出た。コンセンサス連合案は、わが国などが提案したG-4案を引き下ろす目的があったと一般的に認識されているが、理事国数の拡大をしている点で、わが国を含めてその他の有力国にとって、一般的な認識ほど不利な提案ではないとの結論は導出できる。理事国総数を増やせば、それだけ当選の確率が上がり、その分投票力も上がるからである。非常に困難と思われる常任理事国入りを目指すよりも、拡大自体を実現する方が、少なくともわが国を含めた有力国の意見の反映を図るためには現実的な方針なのではないかとの印象がある。さらに、同様な事例と国を対象としてバンザフ指数による算出も行ったが、発表までは至っていない。現在も2000年代の国連安保理理事国の投票行動の資料を収集中である。
