The present study, through a comprehensive review of policies and actions, examined how electoral education was historically linked with social education. The paper clarified the process through 1920s to 1950s, during which electoral education was promoted as an education project with the scope of covering social as well as school education, at a time when social education was going through modernization in terms of theory and public administration.
