从20世纪90年代到21世纪初，工业废物问题一直是中国内政的大问题。组织了许多反对工业废物处理设施的运动。有三种类型，第一种是居民对地方政府，第二种是居民对工业废物处理公司，第三种是工业废物处理公司对城市和村庄。这些冲突的多样性为法学研究提供了大量的研究材料。从最终处置导向回收的政策实施后，争议减少，社会关注也减少。然而，工业废物本身的数量已经停留在很高的水平，它仍然没有成功地减少。

From the 1990s to the 2000s, industrial waste problem was a big issue of the internal affairs. The very many opposition movements against industrial waste disposal facilities were organized. There were three types of them, the first is residents vs. the prefectural governments, the second is residents vs. industrial waste disposal companies, the third is industrial waste disposal companies vs. the cities and villages. The varieties of those conflicts have given a lot of research materials to the legal studies.When the policy which guided to recycling from the final disposal was carried out, the disputes have decreased and social concern also dwindled.However, the quantity of industrial waste itself has got stuck at high levels, and it has not still succeeded in reducing.
