This research sheds light upon Japanese local police elites who specialize in management and policy making by questionnaire survey and private interviews. Their career path is distinctive. If put simply, they spend more years in general affairs division and less in criminal investigation, and most importantly, they are transferred outside local police forces, notably National Police Agency(NPA). The years in NPA surely shape them into policy-oriented elites who are fit for local political arena. The increase in police-related local ordinances is one that corroborates this revelation. Their spear is pointed at NPA as well. Local police elites are not happy to succumb NPA policy any longer. Many of them consider they should influence more on NPA policy-making process. With the emergence of powerful local elites, the relationship between central and local in police organization is going through major overhaul.
