中国が木材輸入大国となる1つのきっかけとなった「天然林資源保護工程」が与えた影響について、定性、定量の両面からの考察を行った。定性的分析では天然林資源保護工程がどのような形で実施され、それが地域経済にいかなる影響を及ぼしたかを分析した。同工程は国有事業体と木材生産に依存した地域の産業構造の改革が目的とされた。そのため中央政府から多額の予算が拠出される一方で伐採規制が強化され、国有林場の統廃合による組織のスリム化と国有林場業務の変更(木材生産から森林や野生動植物の保護へ)、国有林場経営の多角化が進められた。国有林場職員に対しては、配置換えや他の仕事の斡旋、職業訓練を行うとともに、国有林場に残った職員の再教育と意識改革が進められた。さらに年金などの社会保障制度の再編も行われた。しかし、森林伐採量、木材加工生産量の大幅な減少にともない失業問題と人口減が深刻化している。一方でこれらの経済社会的な変化を通じて、国有林地帯の生態系の回復も促されつつあることが明らかになった。定量的分析では、35箇所(抽出率23%)の国有林場のデータを元にパネルデータ分析を行った。その結果、天然林資源保護工程に関連した各種措置は森林の成長にプラスの影響を及ぼしたこと、伐採という行為においても伐採後の保育や間伐の施業が経営計画に沿って適切に行われた場合において、ポジティブな影響を及ぼすことが明らかになった。すなわち、同工程にともなう国有林改革は森林資源の回復という点では一定の成果があったと評価できるとした。以上の研究成果によって、天然林資源保護工程は対外的には林産物貿易での競争激化、産業圧迫、他国の森林資源の減少に結びくこととなったこと、他方、国内においては森林資源の育成と国有林の構造転換を促すものであったこと、これらのことから経済のグローバル化の下で中国の影響力が増過程で、中国の一地域の森林資源の保護育成策が、他地域の資源に対する圧迫となりうることが明らかとなった。

As a result, natural forest resources protection projects are related to various measures on forest growth, impact and development, forest harvesting, post-harvest conservation, thinning, and management planning along appropriate lines.
