项目摘要

本年度は本課題の最終年度である。初年度および次年度の研究成果は華族と非華族との関係を(1)国あるいは国政の枠組みで捉える、(2)特定の地域の枠組みにおいて捉えるという2つのアプローチから得られた。本年度は(1)のアプローチをとり、さらに通時的理解を得るため、昭和期における貴族院改革を分析対象として研究を行った。前年度は大正期貴族院において活発な発言行為を行った伯爵議員を分析対象とした。伯爵議員は議会における少数派であり、表決では影響力を示すことは困難であった。貴族院の意志を決定していたのは所属議員の多い大会派である。大正期の伯爵議員は議員の行動を規約で拘束する大会派のあり方に否定的であったが、1918年における貴族院内の会派の再編成で大会派に吸収合併された。前年度の成果を引き継ぎ、今年度は昭和期の貴族院で大会派の批判者となった公侯爵議員を分析対象として、1936年における貴族院改革問題を検討した。勅令によって定められた貴族院の法規的改正は政府が発案する。従来、貴族院改革では、貴族院は改革に抵抗する存在とみられてきた。1936年の貴族院改革は、貴族院から政府に改革の発案を求める動きが議会への建議案提出となってあらわれた点で注目される。この中心にあったのが公侯爵議員であった。貴族院改革をめぐる公侯爵議員の運動と改革構想を検討するにあたり、8月に資料調査を実施した。資料収集・分析の結果、(1)2・26事件という政治危機を発端に公侯爵議員から貴族院改革の声が高まり、他会派との協議の末建議案が提出されたこと、(2)公侯爵議員の貴族院改革構想には大正期以来の院内会派の是正と、同時代的な議会政治への信用回復が企図されていたことが明らかになった。この研究成果は、(1)については10月に広島史学研究会大会・日本史部会において発表された。

There is a lot of resistance to reform in the House of Lords. 1936 Peerage Reform, Peerage Reform, Government Reform, Parliament Reformこの中心にあったのが公侯爵议员であった。The reform of the House of Lords was carried out in August 2010.
