本研究の課題は、(1)政府統計を利用した農業政策の効果についての定量的な評価、(2)農業政策が農家の意思決定に与える影響について経済学的な実証分析の二つである。さらに、東アジアで食料安全政策を行う際に最も重要な対中国政策についても分析を行う。具体的な課題と今年度における研究実施状況は以下のとおりである。課題1:地域別の農地転用期待:地価の評価による解明本課題の目的は農地転用問題について、農地の転用収入の推計および農地価格の形成要因の分析を通じてその影響を定量的に把握することである。本年度では集計された統計を利用して、農地の農業用途としての価格が転用収入への期待により規定されるかどうかを分析した。この結果、農地転用期待は農地取引価格に大きな影響を与えていること、特に近年の農地転用に関する規制緩和が農地の取引価格を引き上げる効果を持ったことが明らかになった。課題2:農業政策が農業構造調整に与える影響:労働移動メカニズムによる分析本課題は、農家の労働移動に関する意思決定が農業政策によってどのような影響を受けるかを分析するものである。実証モデルは離農する場合と今後も営農を続ける場合の生涯期待効用を比較するモデルを利用した。シミュレーションの結果からは、1980年代の中盤から農業保護政策による労働調整の遅れの影響が現れ始めており、1980年前半までは価格支持政策が、それ以降では農地政策と農業財政支出が労働移動に大きな影響を与えたことが分かった。本研究成果はChina Agricultural Economics Reviewで掲載された。課題3:中国における所得階層別の農産物の需要構造と日系食品関連企業の中国進出における台湾資本の役割近年、国内消費の過半を輸入に依存している東アジアの諸国にとって、中国から食料輸入を確保することは重要な課題である。本研究はそれを受けてまず中国都市住民の食料消費の動向を把握した上で、所得階層別の食料需要を需要体系分析によって分析した。研究成果は国内学会誌で掲載された。
