本年度4月から9月までは,制度的変化と発展に関する理論を勉強する一方で,全世界における年金改革の状況を特に民営化を焦点に量的分析を行ない,第二世代改革を説明するにあたって制度的要因に注目することの妥当性を示すことができた。平成22年10月からは約1ヶ月間メキシコシティに滞在し,米州社会保障研究所図書館などで関連資料の収集を行ない,また,同研究所教育担当長のアントニオ・ルエスガ氏へのインタビューを行なった。11月末からはアルゼンチンに移り,連邦社会保障庁(ANSES)資料室での一次資料収集および各界関係者へのインタビューを行なった。インタビュイーは元ANSES高官ミゲル・フェルナンデス氏,元民間年金基金運用会社監視局高官ラウラ・ポサーダ氏,元民間年金基金運用会社組合長オラシオ・ロペス氏,アルゼンチン労働センター社会保障担当局長リディア・メサ氏,年金問題専門弁護士アレハンドロ・シベッティ氏などである。これらの資料やインタビューを通じて,アルゼンチンにおける年金制度第二世代改革についての各方面からの見方を知ることができ,こうしたデータを理論にフィードバックすることで,理論の精緻化も可能となった。第二世代改革がなぜ起こり,そしてなぜ各国間で違いが見られるかについて,短期的要因と長期的要因を複合的に見る必要がある。とりわけ,長期的要因,すなわち制度的発展の様態・第一世代改革におけるveto構造・財政的移行コストという,制度的・構造的要因を詳しく明らかにすることは,ラテンアメリカ年金制度改革に関する研究においても新しい視点であり,これを政治・経済状況といった短期的要因と組み合わせてみることで,より高い説明力をもった理論枠組みを期待できる。
