项目摘要

本研究、「ジャパン・ハンズ-1968年の危機と日米関係の変容」の意義は、非対称な同盟関係における同盟内政治(alliance politics)を、政策決定過程に踏み込んで理論化し、同時に外交史の最前線である1960年代から70年代にかけての日米関係の実態を解明する点にある。とりわけアメリカ政府における、本国政府と、大使館をはじめとする同盟国現地の出先機関の関係に着目することで、日米同盟の非対称性とそこに生まれるダイナミズムを立体的に描き出すことが主たる目的であった。2009年度の研究目的は、69年以降の日米関係について、ジャパン・ハンズとニクソン政権上層部の関係を軸に検討することであった。これは、2009年1月に公刊した「ジャパン・ハンズ-変容する日米関係と米政権日本専門家の視線」『思想』第1017号(2009年1月)の続編として構想されたものである。今年度は、第一に、主として、アメリカは同盟国の内政にいかなる影響を、どのように与えようとしたのか、という点に関する理論的整理を行った。「浸透」や「介入」という言葉で従来から着目されてきた現象であるが、いまだ十分に議論されたとはいえない分野である。また第二に、ニクソン政権期における日米関係の二次文献、公刊史料の整理を行い、その実態についての理解を深めることができた。ニクソン政権期日米関係史は、いまだ基礎資料集であるForeign Relations of the United Statesが公刊されていない状況であるが、これまで十分に利用されてこなかった民間団体における講演録などを参照することで、今後十分な研究の進展が見込まれる状況にこぎつけることができたと考えている。
