米国への留学が決まったため、本年度は3ヶ月間の採用期間となったが、昨年度の研究成果を基に精力的に研究活動を続けた。その成果の一つは、2010年4月から5月にかけて米国ワシントンDCで行った史料調査を通じ、今後の研究の発展へとつながる貴重な一次史料を得られたことである。この調査旅行は、1.民間防衛政策における連邦・州・地方間関係と、2.第二次世界大戦期から冷戦初期にかけての歴史的連続性・非連続性、という、本研究の主要二課題について熟考する機会となった。特に、1に関して、第二次大戦期の連邦民間防衛局が全米に設立した地方局の史料を得、2に関して、子供達の民間防衛活動に関する史料を多数得たことは大変な収穫であった。これらの史料をもとに、合衆国が国際的関与を深めていく過程における国内的影響を、従来の研究の枠組みを超えた長期的視座から考察を続けている途中である。3カ月間ではあったものの、科研費として賜った支援のおかげで大変有意義な研究活動を行うことができた。本研究を開始する以前に想定していた規模をはるかに超える豊富な史料群に出会い、このテーマは当初予想していた以上の広がりと深みを併せ持つものであると実感した。それゆえ、史料を読み込み、研究史上に位置づけるという作業に予想以上の時間を要し、採用期間中の論文刊行には至らなかった。しかし、これまで行った研究を今後さらに進展させ、日本及び米国のアメリカ研究の発展に貢献できるよう努力を続けたい。

The research results of the previous year were based on the research activities of the Ministry of Foreign Affairs. In April and May 2010, the first important historical materials were obtained through the investigation of historical materials in China and the development of future research. This study focuses on: 1. the relationship between states and regions in civil defense policy; 2. the continuity and non-continuity of history in the early period of the Second World War; and 3. the opportunity for mature research in the two main topics of this study. In particular, during the first and second large-scale civil defense bureaus of the United States, historical materials related to the establishment of local bureaus were obtained, and historical materials related to the development of civil defense activities were mostly obtained. The historical materials of the United States and the international relations and the deep process of the United States and the domestic influence of the United States and the study of the United States and the long-term perspective of the United States and the United States 3. Research expenses and support are of great significance to research activities. This study was conducted in the context of a comprehensive review of historical data. In the history of research, the position of research is important, and the time of paper publication is important. In the future, Japan and the United States will contribute to the development of international research.
