本研究は、正倉院文書を用いて「石山寺造営事業・二部大般若経写経事業・宝亀年間の一切経写経事業」の財政を解明することで、古代国家の銭貨政策の内容・意図を追究することを目的とした。本年度は、1石山寺造営事業と宝亀年間の一切経写経事業の財政構造をあきらかにし、論文にまとめ、さらに2古代国家の銭貨政策の内容と意図をあきらかにした。まず(1)正倉院文書による価格調査を行い、先行研究が指摘する宝亀元年の物価高騰が存在しなかったこと、天平宝字末年の物価上昇は二段階あり、第一段階は天平宝字六年の米価高騰、第二段階は天平宝字八年の全品目の物価高騰であったことを発見した。さらに(2)新銭の流通状況を調査し、特に天平宝字四年(七六〇)に発行された万年通宝は、和同開珠を基準とする価値体系のなかにその十倍の価値を持つ万年通宝が投入されたことを確認した。すなわち藤原仲麻呂が推進する事業を掌る中央官司に、新銭を下賜するという方法で、財政的に支援していたことをあきらかにした。これに対し、宝亀年間の一切経写経事業の帳簿を検討した結果、天平神護元年(七六五)の神功開宝発行時は、和同開琳と万年通宝の価値をそれぞれ十分の一にしたうえで、万年通宝と同価値の神功開宝を発行していたことを発見した。これまで古代国家は、下落した銭貨価値を取り戻すために次々と旧銭の十倍の価値をつけて新銭を発行してきたと考えられてきた。しかし神功開宝は、天平宝字八年以来の物価高騰を収束させるために発行されたと考える。今後、論文「奈良時代の銭貨政策-万年通宝・神功開宝を中心に-」としてまとめる予定である。
