项目摘要

本研究の目的は、「トランス・ナショナル」、「ナショナル」、「ローカル」という三空間が並存しているグローバル時代において、地域教育自治組織の構築やその施策立案能力に、EUや国家の地域政策戦略が及ぼす影響、並びに、地域主導型教育施策がEUや国家の地域政策戦略へもたらすインパクトを、英国を中心にEU各国の事例を通して明らかにすることである。平成22年度は、昨今の喫緊の社会政策、特に恵まれない家庭の子どもたちへの支援策を地域からどのようにアプローチすべきか、かつ教育格差をどのように埋めるか、を調査の主たる課題とし、国際学会で発表を行った。具体的には、(1)第三セクターの団体(Centre of Social Justice)を訪問し、Social Return of Local Investment事業の概要と現在の問題点、非政府機関による特に恵まれない家庭への支援の10年間の振り返りと今後の方向性についての調査、(2)新政権の教育政策の方向性についての専門家への聞き取りと文献収集を行った。英国の新政権は、国家として規律の復権、教育専門職の地位向上、教育水準の向上によって富裕層と貧困層の格差解消を目指すとし、教育を貧困政策の最重要課題としている。だが、政権が変わろうとも実際には地域における社会資本循環が確立と人材養成が急務である。そのため、情報を集約する第三セクターの活用が各地域政策策定の戦略の実現性を左右すると考えられる。ゆえに、グローバリゼーションが進む中、新しい貧困対策に取り組んでいるEUの経験から、教育権の保障と福祉の在り方の検証を改めて国家として見直し、かつ広域的な地域において実現可能な施策計画を策定し、国家を超えた広域地域同士のネットワークが重要であることが確認できた。

The purpose of this study is to explore the co-existence of three dimensions, namely, the development of regional education autonomous organizations, the establishment of regional education autonomous organizations, the impact of regional education policies on EU and EU countries, the integration of regional education policies, and the region-oriented education policies. The United Kingdom is the center of the European Union. In 2012, the Ministry of Education launched a series of research projects on social policies, special support policies for children, regional education, and international society. Specifically,(1) the third part of the Center of Social Justice, an overview of the Social Return of Local Investment business, a review of the current problems, a review of the 10-year vibration of non-governmental organizations, and (2) a review of the direction of the education policy of the New Deal. Britain's New Deal, the restoration of national laws, the upward movement of education, the upward movement of education standards, the elimination of social disparities between the rich and the poor, and education are the most important issues in poverty policy. Social capital circulation is established and talent cultivation is urgent. The third part is about the application of information and the implementation of regional policy decisions. In addition, it is important to recognize the importance of the EU's economic development, education, and well-being in the development of poverty reduction policies, national policies, and regional policies.
