本研究の目的は、地方分権改革の下、教育政策の手続き、並びに民主的正統性を確保した組織変革または新たな組織形成の手法を分析することによって、英国における教育自治の構築の特質を考察することである。本年度は、前年度の調査をもとに2つの学会にて研究成果を発表し、加えて、追調査として、ヨーロッパの地域再生戦略として成功事例となりつつあるスコットランドに着目し、新たなガバナンスの構築と生涯教育行政への移行のための組織再編という観点から調査を行った。世界比較教育学会(ボスニア大)にて、市民社会における公共政策の課題解決に様々な効果を生み出し、民主化や分権化へ大きな貢献を果たす手法であるネットワーク型ガバナンスが、親、子ども、住民の声を取り込み、組織として何が足りないのかを考える上で有効な手立てであることを明らかにした。また、フロアの各国からの研究者と、教育学におけるグローバルとローカルの概念の再定義の方法論について議論した。一方、目本比較教育学会(筑波大学)では、スコットランドの地域教育再生計画策定に着目し、専門性と民主性の担保について、子どもたちのための行政サービスの統合化における学校改善という観点から考察を行った。(1)地方自治体と学校、住民との権限の共有、(2)政治の再分配-国家及び地方レベルでのより強いリーダーシップ、(3)専門家意識の刷新、(4)当該地域の価値観及び社会資本の分析、(5)地域の「学校改善」から「コミュニティの参画」へのパラダイム転換、以上5点を特質として示した。教育自治の構築が「コミュニティの参画」へとパラダイム転換された点について、子ども行政だけでなく教育領域全般の行政、とりわけ生涯学習行政という観点からどのように変革しているのかをあきらかにすべく、グラスゴー地域協働計画委員会とジョン・ウェスレイ・カレッジで地域協働計画の推進策についての聞き取り調査を行った。
