特別研究員採用最終年度となる本年度は、3年間の研究計画の総括をすべく研究を行った。第一に、明治29(1896)年4月の自由党政権参入を再検討した投稿論文の執筆を進めた。この論文では、河川法の成立に結実する治水問題への対応を一つの結節点とする、自由党-国民協会連合の形成を促した政治指導者として白根専-に着目し、第四議会終了から第九議会までの政治過程を、地方統治能力を打ちだした自由党の政治参加過程として連続的に位置づける新たな視角を提起している。本年度には当初、同時期の貴族院を地価修正問題と関連づけて検討した論文を執筆する予定だったが、地方問題を焦点とした藩閥の再編に着目する本研究の目的を達成する上で、自由党の影響力増大が直接的に窺える治水問題の分析がより喫緊の課題ではないかと考えなおすにいたった。そのため、青森県立図書館、土木図書館、広島県立文書館、鳥取県立博物館、鹿島市民図書館など、各地の文書館が所蔵する未公刊の私文書を積極的に調査・収集した。この成果を踏まえ、近日中に論文を学術雑誌に投稿する予定である。また白根の支持基盤となった地方官の政治意識を検討すべく、北垣国道の日記に関する新刊紹介を発表した。本年度の第二の成果は、2013年1月に博士論文を東京大学大学院人文社会系研究科に提出したことである(4月18日に学位取得)。博士論文では、前年度の成果に基づき本年度に発表した「中央銀行総裁の政治権力」と、本年度の成果に基づき来年度に投稿予定の「白根専一と自由党政権参入」の二本を組み込んだ上で、議会開設を契機とした藩閥支配の変容を、地方政策の観点から考察した。先述した優先順位の変更に伴い地価修正問題が今後の検討課題として残されたものの、近代日本における統治政党(立憲政友会)の形成を、藩閥支配の変容の内在的帰結と捉えようとした本研究の当初の問題意識に鑑み、十分な成果を得たと思われる。
