本年度は、特別研究員採用一年目の研究実施計画に従い、国立国会図書館憲政資料や日本銀行金融研究所アーカイブが所蔵する中央レベルの経済官僚の私文書だけではなく、全国の文書館に散在する明治・大正期の地方政治経済に関する一次史料の調査を、集中的・網羅的に行った。具体的には、函館市中央図書館、茨城県立歴史館、愛知県公文書館、大垣市奥の細道むすびの地記念館、原都大学大学文書館、同志社大学人文科学研究所、京都府立総合資料館、福井県文書館、神戸市文書館、洲本市立淡路文化史料館、島根県立図書館、九州大学附属図書館記録資料館、柳川古文書館、甘木歴史資料館、の各文書館である。こうした時間的・金銭的資源の集中的投入の結果、政党政治確立過程における政党(自由党-政友会系)の社会経済的基盤に関する全国的な史料整理状況を、かなりの程度体系的に把握することが可能となった。とりわけ重要なのは、当初研究の主目的であった金融政治のダイナミクスを、地域政治を構成する治水政治や鉄道政治といった他のアリーナとの相互作用に即して位置づける必要性を、史料調査を通じてあらためて認識できた点である。しかし、本研究実施計画の進展にとって不可欠なかかる前提の達成は、同時に史料収集の成果の予期せぬ豊饒さと相俟って、分析対象となる年代と地域の拡散を招くことになった。今後の課題は、分析視角を限定しつつ、政友会から非政友会系政党へのヘゲモニーの移行の一局面を、当該視角を通じて析出することとなる。また史料収集の副産物として、衆議院と対峙する勢力である貴族院の地域的基盤についてもいくつかの新たな知見を発見したため、雑誌論文1を執筆した。
